As a large agricultural country, whose population of peasants accounts for 4/5 of the total, we should pay more attention to the problems about "Agriculture, Rural areas and peasanty" (or "Three dimensional rural issues"). Whether we could well resolve these problems or not, will affect the sustainability of modernization, and is bad for the social stability. As a result, the achievement of socialism modernization will also be blocked. So, in 21st century, "Three dimensional rural issues" is the most principle contraction amongs works about economic development in our country. First, as the adbancement of industrialization and urbanization speeds up, we have had the power to let industry feed back agriculture and urban feed back rural areas. Second, to build a new socialist rural has been laid aside a new historical altitude in the modernization advancement. In this condition, for improving the infrastructure lebel in rural areas and reducing the disparity between urban and rural areas, we can begin with researching the road passenger tansport system, and find out some feasible ways. This has guiding significance for the sustainable development of rural society and economy.This paper mainly research the development of rural road passenger transport system. Based on system theory, National economy developing theory and West economics theory, it analysed the rural road passenger transport's economic speciality and system structure. Through studying the developing conditions of rural road passenger transport, the writer pointed out the problems, came up with some feasible measrues, and finally indicated that the developing model of rural road passenger transport is the Integration of urban and rural areas. In the method of comparative-analysis, this paper proved the feasibility of generalizing this model. Specially, the way of how to carry out this model in undeveloping rural areas had also been studied.
