Enterprise culture is built up upon the activity of production successively and is established according to its own characteristics. It is the soul of an enterprise. The essentiality of the culture itself focuses on the common value orient ability, behavior rules, enterprise management, common consciousness, traditional habits and regulations. Although it appears invisible, it do exist in the daily life of an enterprise. The culture changes openly due to the fact that it is established and developed gradually on the process of production. An enterprise changes gradually and so does its culture. Invariability remains relative. Oppositely, variability remains absolute.State-owned enterprises are also under the process of revolution. Their goal is to establish a modern enterprise institution. The goal requires the consistency between enterprise culture and the management configuration, property right system and management system. However, some value concepts, behavior criterions and management patterns formulated under the planned economy system are difficult to cater the socialist market economy system and become the huge barrier for its basic survival and further development. Our State-owned enterprises exist the uncertainly of value orientation. Thus the spirits of the enterprises are lack of characteristic and the enterprise culture stays on the ground. What they do is just built an image project, but not to place it in real direction. That enterprise culture has existed problems which barrier the development and revolution of the state-owned enterprises.On the one hand, economic competition becomes furious and the basis of competition has changed into the information, knowledge and culture. Culture competition is becoming the core of market competition. In the process of market competition, the management strategy may be imitated by the opponent and the technology may also be exceeded, however, what advantage can not be imitated is the enterprise culture. It is invisible powers which embody the coherence and the life force of an enterprise. On the other hand, the successive development of the national economic reform alters the original enterprise system and also changes the relationship between government, market and enterprise. That reform more or less touches the element of enterprise culture and need to figure a new enterprise culture to cater the new enterprise system and the environment. Therefore, the deep discussion and research of the state-owned enterprises must be undertaken.This dissertation focuses on the discussion of the related enterprise value with the establishment of a new modern enterprise system which is through the reference of the relationship between the enterprise system and the enterprise culture as well as its incommensuratation with the original culture and the goal and the basic reform of the state-owned enterprises.This dissertation is divided into five parts. The first part introduces the enterprise culture, the concept of enterprise system and the incumbent relation between enterprise culture and enterprise system which on the whole serves for the following pages. The second part introduces the enterprise culture which carries the characteristic of a planned economic system under the influence of state-owned enterprises and also talks about the disadvantage of itself. The third part states the requirement of a enterprise culture after the establishment of a modern enterprise system by state-owned enterprises. According to the fact that enterprise culture under the planned economy system exits shortcomings and is unable to work with modern enterprise system, if the culture remains unchangeable, it will baffle the development of an enterprise from excellence. Therefore, this part focuses on what kind of culture an enterprise needed when the state-owned enterprises establish a modern system. Enterprise culture re-shapes according to the reform of the system. The reform of the culture bears its own principles. The reform of our national enterprise culture should addict to the principle that keep on absorbing the excellent traditional culture from other countries and borrowing the excellent enterprise culture from overseas. The fourth part depicts the perseverance principle. The fifth part expatiates the details of the reform of enterprise culture coherent with the modern enterprise system after the establishment by the state-owned enterprises.
