With competition in Chinese telecommunication market is more and more intense; developing value-added services has become an important approach to realize continuous increase of income for all telecommunication operators to strengthen their competitive capability. However, when compared to other basic telecommunications services, telecom value-added services have their own characteristics and risks. If do not step up the risk management for telecom value-added services projects, the projects may not be able to achieve the desired goal.Risk management is a main part of project management which objective is to maximize active activities and minimize adverse activities. This paper discusses risk management for telecom value-added services projects, including risk identification, risk assessment, risk control and so on. Risk identification is the first step of risk management. The standard documents information needed to initiate, plan, execute, monitor and control, and close a single project. Though analyzing these processes, we can define the major risk factors of a telecom value-added services project. Furthermore, through a comparative analysis, the risk assessment system can be established. This system determines the specific criteria, and evaluates risks with mathematical methods. After receiving the results of the assessment, we can develop the risk control measures for the project. Finally, the correction of the risk management method of telecom value-added services project is been certified by the practice researching.
