Along with development of the human economic society, management philosophy is also happening revolutionary change, and business management stepwise turn into the modern management times whose management core is the Human Resources Management. Currently the Human Resources Management is being valued more and more. On the basis of review the Performance Management theory and development actuality, the article mostly researches the Human Resources Performance Management System and Opportunity Performance Evaluation System with 360-degree feedback assessment, combining with the existing research result and the practical situation of S Company.Firstly the author analyzes the probability and feasibility of the Human Resources Performance Evaluation System being accomplished. Secondarily, the author discusses the function and technical basis, analyzes role definition and functional distribution of the Human Resources Performance Evaluation System, and further, designs the original model of the Human Resources Performance Evaluation System. At last, on the basis of researching the basic human resources performance management measures which is widely used in the internal business actual operation, the author use fuzzy evaluation and AHP measures to design an integrated Human Resources Performance Evaluation System which is consonant with the actual situation of S Company, with the 360-degree feedback assessment ideology.Since the system has been preliminarily executed, the Human Resources Performance Management took some effect, and was accepted by employees of S Company. The research has certain reference on the Performance Management practical activity of internal business.
