Human resources, as the only initiative resources, plays an important role in moderncompanies. With the improvement of science and technology. The roles of traditionalresources has been weakening, however, the role of human resources has dashed forward. Thehuman resource in Commercial Banks which is a special kind of enterprise, has someparticularities, and play a more important role in organization. Since the reform and openpolicy, more and more foreign commercial Banks swarmed into China, and graduallyincreased the banking market competition. Deficiency of talent in banks was further expanded,especially after canceling the limitation of foreign capital banks. The competition of humanresources between banks is more and more fierce. How to face the challenges of the externalenvironment, how to improve the internal management system, and how to improve theability of managing the human resource, have became serious problems need to be solved ofChinese commercial banks.The first part of this paper mainly introduced the topic research background and do aliterature review, based on this, the second part from human resources and human resourcemanagement concept, leads to the business bank of our country’s human resourcemanagement risk. The third part of this paper identifies the human resources managementrisks, according to certain standards and divides them into human resource planning,recruitment, training, compensation and benefits, performance management and promotionexaminations. The fourth part first applies qualitative research to compare the importance ofall the risks. and then uses the analytic hierarchy process and the other quantitative researchtools for each risk. Based on the results, the paper does some field investigations using thecity Q branch of China merchants bank, and makes research conclusions in the fifth part ofthe paper. The purpose is to help our commercial Banks to minimize the human resourcesmanagement risk by the limited resources.
