At present, the public institutions in our country can be divided into three kinds based on their social function,that is undertaking administrative function, welfare service and the production-management. The ones which run production-management undertake certain function of public institutions, and at the same time, they have right to run their own business and have full responsibility for their own profits and losses. They also played important role actively in the past years to push forward the development of causes in China. But with the fast development of social economy and reforming deeply continuously, especially the establishment of socialist market economy, their original system and mechanism are no longer suitable for the social economic requirements at present. Therefore, the public institutions'reforming has become physical necessity historically. During the reforming, the enterprise reforming is the necessary direction of the public institutions which undertake the production-management and payment control is a topic to be solved urgently during the reforming.J Company is a public institution which undertake production activities and has Grade-A Qualification for Landscaping issued by States. In order to survival and make big harvest under the strong competition of market, it has to carry out the reforming and to establish modern enterprise system. Therefore, its original payment control system in no longer suitable for the requirements of company's developing strategy.The author makes an investigation on the case of the J Company pay system by interview and questionnaire method.Then the author finds that the pay system of J Company have some problems.Based on the J Company's strategy and pay theory,the author analyzes and evaluates all the posts of J Company and wants to establish a new pay system which accord with the corporate strategy and the internal management.The author believes this system can help J Company attractes excellent person and leaves on the experienced staff,completes the reform and improves core competitiveness.This article is composed of six chapters:The first chapter introduced the researching background,significance,range and method.The second chapter has introduced the payment management elementary theory,and provide the rationale for the company payment reform.The third chapter has introduced the present payment of J Company and analysis of payment system issue.The fourth chapter has particularly introduced the labor payment designing concept and principle,chois of payment pattern and post performance wage system designing of J Company.The fifth chapter has introduced the guarantee measures of the payment management innovation.Finally is conclusion.The paper makes one suit of payment for J Company,provides one idea of the payment system reform for the public institutions,provides a case for building contemporary company payment system.
