The payment management system has been the most efficient stimulation tool for maintaining and promoting the working enthusiasm of staff. It’s also one of the vital components of practice of modern Enterprise Management. Each enterprise should build-up scientific and efficient Payment Management System for two main targets. On the one hand the system can promote employees to form the working atmosphere of fair competition in the enterprise, also can inspire the staff potential to promote working performance; On the other hand, with the help of the system, enterprises can attract and retain staff by external recruiting and internal development to meet the demand of Enterprise development.Most of the private small and medium-sized enterprises in our country did not pay enough attention to human resource management, this phenomenon has caused the non-standard or non-scientific status of the payment management, and meanwhile, this also has caused high turnover rates, the consequence is the declining competitiveness of enterprise. This has seriously restricted the development of private enterprisesUnder the environment of market economy, payment management is the most effective and direct way for management. The managers of these private small and medium-sized enterprises should change the perception of enterprise management, establish the payment management which is designed and just felt right for their owned enterprise as soon as possible, with the aim of recruit, retain and motive the person with ability, and serve for the strategic goal of Enterprise.The design of payment management system mainly contains two parts:the evaluation of position value, and the design of payment mode. The HAY Evaluation method is used for the evaluation of position value, and the payment rank and payment grade are designed according to the scape of Y Company and current management situation. Payment mode is designed based on the position value theory of3P-Position value, Performance and Personal competence. According to the Business Type and work content of position, all the positions can be divided into five styles, formulate the corresponding payment structures for each style and reserve the interface for performance management system.
