In 2003, the word "low carbon economy" was first brought forward in Energy White Paper:Construct a Low Carbon Economy in Britain and was targeted as the main strategic goal on energy for Britain.The white paper has summarized the measures that Britain will take on realizing the promises made in the Kyoto Protocol in fifty years and maintaining the security of providing energy. With the advances of the time, the enlargements of the production scale and the increased consumption of nature resources, the damage to the nature caused by human productions has become more serious. One of the essential reasons is that some traditional industries have consumed a lot of energy while the productivity was relatively low and the emission of the green house gases can not be controlled effectively. These reasons have blocked the way of low carbon economy to a great extent.Recently, more and more developed countries have paid great attention to low carbon economy and they have already put it into their national agendas.At present, all the nations are promoting the development of low carbon economy around the world positively. With the development of energy technology, as the product of modern society, information technology as well as its development and applications play an important role in the progress of developing low carbon economy. Meanwhile, the importance of information technology has increased day by day and it had become the main element in developing low carbon economy.This article has looked into the low carbon economy and information technology. It has also introduced the influences to the low carbon economy with the appliance of some information technologies in that area and gave some examples of some traditional industries. The author's viewpoint was presented through relative data that information technology can promote the development of the low carbon technology. The author introduced quantitative analysis in the part of giving real examples and tried to prove his point of view. This is a new method in proving the positive influences that information technology has on low carbon economy from a new point of view. The first chapter is the introduction part of this article. Firstly, the author explained the background of the selected topic and the meaning and goal of this research article. Then he introduced the research method, research framework and the creative points of the article.In the end, the author discussed the research situations on this issue around the world after reading a large amount of relative materials.In the second chapter, the author analyzed the development of low carbon economy in China including, for example, the necessities, the present situation of development and the constraints of developing low carbon economy in our country. Chapter Three has looked into the status and role of information technology in low carbon economy through three areas.The fourth chapter has introduced the typical appliance of information technology in some special industries and illustrated that the appliance of information technology has brought positive influences to relative industries to develop low carbon economy through data analysis and comparisons. This has emphasized the thesis of the whole article. The fifth chapter is the part for investigating real examples.In this chapter, the author gave quantitative analysis to the thesis of this article. Firstly, the author set up an evaluating system on relative indexes and collected data through investigating companies and interviewing and consulting experts in related areas. Meanwhile, the author compared the low carbon economy development before and after information technology used by a company through scientific comparison. The thesis of this article has been further proved.There were several creative points in this article:Firstly, the author has found out that there are numerous materials in researching low carbon economy and how to develop the low carbon economy by reading great amount of materials and journals. However, most of them were illustrated from the energy technology aspect and relative theories. There is no article to give a systematic and detailed analysis on the relationship between information technology and low carbon economy.This article has discussed the influences that information technology has on promoting the development of low carbon economy and the way it has adopted by illustrating the present situation.In other words, this article has not only researched on whether information technology can promote the development of low carbon economy, but also illustrated to what extent information technology has influences on low carbon economy and how to promote the development of low carbon economy.Secondly, in the empirical study part, the author has adopted TOPSIS arithmetic to do the quantitative analysis and showed the development of low carbon economy in a company before and after using information technology by scientific comparison. This was a new trial in information technology and low carbon economy area.From the theoretical point of view, there were limitations in the illustration of some problems and data analysis in this article because there were only a few materials in this area.From the research point of view on real examples, the support of the thesis was not enough because the selected samples of companies were only a few.In addition, in the selection of evaluating indexes, the author can only evaluate relative indexes based on the existed system of indexes through consulting experts in related areas.As a result, some of the statics were objective to some extent and this would have some influences on the results. This kind of problem needs to be analyzed when the evaluating index system of low carbon economy is founded and completed.
