The development of American financial industry gets a good head in all the world, which has set a good example for many other countries. However, American financial crisis startled everyone in 2007.American and European banks made a great loss and some famous companies also went bankrupt in the financial crisis. Then the financial crisis spread out all the world at no time and transferred to a worldwide financial crisis. At that time we have to fulfill the promise that the banks with foreign capital will get the same treatment. Some banks with foreign capital invests more time and money on our banks because of the change of international financial environment. Therefore, the coming of financial crisis and the strengthening of management makes our bank industry face a more complex situation. In the background, the competitiveness becomes more fierce, which makes us realize that it's far away from researching the banks'modern situation, research on sustainable competitiveness is very necessary. The coordination between commercial banks and all the economic society and financial environment is significant and valuable to the financial authorities, the financial industry, the commercial banks and investors.This article will make a deeper research on our commercial banks'capability of sustainable development in this background, which will build the index system of sustainable competitiveness on commercial banks, based on the theory of sustainable development..The concept of sustainable development is proceeded from biology, which is raised because of the destruction of environment. It is in the initial stage of being used in the bank fields. This article will bring the concept into the theory of bank development in the base of elders and study the banks' sustainable development of 2009 according the theory's concepts and connotation. It builds the banks'special index system and divides the research into two stages:profit and sustainable development which includes the technology originality and the match with the economic environment. The final result will consider the two stages.The article adopt the qualitative analysis of SWOT and PEST and the quantitative analysis of DEA, which makes an concrete analysis on the competitiveness sustainable development in the financial crisis.The analysis brings to light that state-owned commercial banks own greater competitiveness than the joint-stock ones. On one hand, the government increases the state-owned commercial banks'reputation by making policies; on the other hand, the state-owned commercial banks accumulate much experience in the long development. However, the problems of latter's development are centered on redundant operating expenditure and lack of non-interest income. This reflects the joint-stock banks don't carry out the management of cost control and the development of intermediate business.The state-owned commercial banks and the joint-stock ones should take their own way:the first should learn form the developed countries, enrich the kinds of business and focus on the business with the economic policy and international trade.The latter should make full use of the proper scale, center on some middle and small types of clients and make the proper products and service according the developing characters and the local consume habit so as to get to the biggest profits.
