CoPS innovation is generally use projects for the organization with strict project management practices. But the traditional project management and project management models are simply concerned to content such as management procedure and technology, insufficient attention on the situation of the participants, this management model neglecting participants has limitations, and the limitation will even more significant in CoPS projects with many stakeholders and complex interests. According to survey, many CoPS innovation fail because of poor partnerships management. So probing a new projects management model based on stakeholders is extremely necessary.In this paper, we employed multiple case study to study embedding stakeholder audit in CoPS project management model in three CoPS innovation scenes -Hangzhou oxygen "50000 grade chemical compression device" research and development project, Eastern Communication "Mobile video editing code" project and UFIDA ERP project. First, we reviewed the stakeholder audit and project management to propose research questions and establish a preliminary theoretical framework. Second, we designed the process of case study, and confirmed the selection criteria of and the number of cases, we also decided data collection and analysis methods. Third, we employed within-case analysis to analyze the three CoPS innovation cases and gain corresponding conclusions. Finally, we performed a multiple case study to obtain the overall conclusions and the total model of embedding stakeholder in CoPS project management model.Through theoretical analysis and case studies, this paper draws the following conclusions:First, in CoPS projects, users and managers are usually identification stakeholders, key suppliers and employees are prospect stakeholder, general suppliers and the government are latent stakeholders.Second, identification project management model (IPS model) is to take forecasting model to the identied project stakeholders, "dynamic maintain" their interests and power, prospect project management model (PPS model) is adaption model to the prospect project stakeholders, "appropriate balance" their interests and power, latent project management model (LPS model) will implement defensive model to the latent project stakeholders, "minimum effort" to them, follow the usual practices and institution.
