Considering different cultures and complex relationship,many stakeholders in international engineering projects,especially overseas oil and gas pipelines construction projects have serious conflicts,such as being out of control of the owner,rent-seeking of the contractor and promise-breaking of third-party supervision.With the rapid development of China's overseas oil and gas resources,especially after the concept of cooperation development strategic "one belt one road" was put forward,more and more oversea oil and gas pipeline projects of China are under or on construction in developing countries.However,due to large scale of investment,long period of construction and significance of politics which has serious restriction of time schedule,and the requirement of local policy which prefers to the local,such as human resource,distribution of workload and profit.The more complex of the relationship of shareholders,the more serious the conflicts are.If conflicts are not dealt with properly,the schedule,cost and quality will be out of control.In order to defuse,relive and effectively respond to conflicts,from the perspective of the Chinese owners,following timeline for project life cycle,the thesis studies stakeholder's conflicts of overseas oil and gas pipeline project under the main logical line of classification and recognition,analysis and evaluation of impact factors,subject study,comprehensive study of both subject and object,the mechanism and countermeasures,Based on the information of survey questionnaires and statistic data,etc.,the thesis identifies the conflict systematically by system theory;applying Pareto's law,the thesis defines the subjects of conflicts which are owners,supervisors and contractors,and the controllable and intense objects conflicts which are the schedule,the cost and the quality;applying analysis method of cooperative game and evolutionary game,the thesis establishes the multi-party game model;and applying qualitative analysis methods,such as abstract,induction and deduction,the thesis proposes a new management concept.The thesis believes that owners shall establish a comprehensive coordination mechanism of multi-subject and more conflicts,and put the strategy of sharing alliance into reality.The main research results of the thesis are summarized as follows:(1)Developing the multi-dimension conflict identification tool,multi-subject more conflicts identification system of stakeholder of overseas oil and gas pipeline projects,from the perspective of systematization and integration.First of all,the thesis identifies the subject of the stakeholders' conflicts of overseas oil and gas pipeline project(the stakeholders);secondly,the thesis identifies the object of the conflicts(the conflicts themselves);then,according to the intensity,controllability and phases,the thesis classifies the key stakeholders and the main objects of conflicts,establishs multi-subjects and multi-objects identification system of conflicts from the perspective of multiple dimensions of subjects and objects of conflicts,controllability,intense and phases,therefore,realizes overall and systemic identification of conflicts.(2)Defining main research ares based on the study of multi-object more conflicts.The thesis defines the main research area as follows: objects' conflicts study of owners,contractors,and supervisors;more objects and one subject conflicts study of capital which is the most intense conflict throughout the whole project life cycle;and more objects and more subjects comprehensive study of cost,quality and schedule.(3)Establishing multi-subject profit distribution model of key stakeholders in the oversea oil and gas pipeline project based on the study of multi-object one subject conflict.From the perspective of project life cycle,for the capital conflict(conflict of cost/ profit)which is owner-controllable and the most intense conflict throughout the whole project life cycle(including definition,planning,implementation and closure),the thesis establishes multi-subject profit distribution model of major stakeholders of overseas oil and gas pipeline project.In the phase of project definition,the control strategy is proposed to avoid rent-seeking between the contractor and the supervisor;in the project implementation stage,a control strategy is proposed to avoid the delay of subcontractor;at the closure stage of the project,considering different actual oversea constraint conditions,profit distribution scheme of improved Shapley value is proposed.All of above reflect the mechanism of profit distribution in the oversea actual situation.(4)Establishing multi-subject more conflicts comprehensive coordination model of key stakeholders in the oversea oil and gas pipeline project based on the study of multi-object more subject conflicts.The thesis analyses and studies the major stakeholders controllable and intense conflicts which are the schedule,cost and quality,then the multi-subject more conflicts comprehensive coordination model is put forward,providing synthesized solution of conflicts,and achieving the comprehensive,systematic and overall effect.(5)Proposing the sharing alliance concept of overseas oil and gas pipeline engineering project stakeholders.According to the multi-object more conflicts comprehensive coordination model of key stakeholder of overseas oil and gas pipeline project,the thesis correspondingly proposes the sharing alliance concept of stakeholders.In accordance with the logic relationship of the stakeholders' management,the different levels of stakeholder management models were determined as follows: ?Integration of party A and party B" mode to the core layer of stakeholders;the project mixed management team mode to the fixed layer stakeholders;and the differentiated sharing mode to the loose layer stakeholders.
