Research On BT Model

Urban infrastructure and housing constructions are important part of the national economic and social development, and the key factor in sustainable social development. Entering the 21st century, China's national economy has been developing quickly and the urbanization process has been accelerating, so the subsequent development problems of large-scale urban infrastructure and housing constructions become the top priority government work.Resettlement housing construction which is the important component of urban housing construction and the government's important livelihood engineering requires a lot of money which has gone far beyond the government's financial capacity, so this needs the government changing the traditional ideas, looking for the new financing channel actively and attracting the participation of social capital. BT (Build and Transfer) model as a new type of investment and financing construction management mode is suitable for use in the government projects such as urban infrastructure, the public utilities, demolition and resettlement project and so on,. BT model not only slows down the pressure on government finances effectively, but also shows the strong function and vitality because of its flexible management, novel mechanism and clear responsibility.At present, BT model has an extensive application in foreign countries, but is just a new mode in the field of construction in our country, so our knowledge of BT model is quite incomplete. Because of the BT construction project itself has a long construction time, a big investment and its participation bodies have complex relationships and organizations, so it exposed many problems in real operation, this all need to continuous explore, summarize and perfect in practice. On the basis of the research and practice activities of the BT model from home and abroad, this essay systematically has studied the BT model following several aspects:Firstly, this essay systematically has elaborated the background, the concept, basic characteristics, adaptability and feasibility, the similarities and differences with the other project financing models of BT model. Secondly, this essay has analyzed the relationships between related participation bodies, the operation process and the four operation patterns of BT model. Thirdly, this essay has analyzed the risks management of BT model, including the risks identification of BT project, the risks fuzzy comprehensive evaluation of BT project, the risks establishment of fuzzy comprehensive evaluation model of BT project, risks prevention and control measures of BT project. Lastly, this essay has analyzed some relevant problems combining the case of Wujiazhuang demolition and resettlement project at Suncun district of Jinan High-tech Zone, including general introduction of the project, advantages analysis of the project by adopting BT model operation, specific operation process of the project, risks fuzzy comprehensive evaluation of the project based on the government, experience summarization of the project by adopting BT model operation.This purpose of this essay is to providing a theoretical basis and practical guideline for the govemment projects such as urban infrastructure, the public utilities, demolition and resettlement project and so on. Studying BT model in-depth has an important practical significance on China's investment and financing system and project management mode innovation.
