Research Into Demolition And Resettlement In Ji Yang County Of Shandong Province

The 18th National Congress of the Communist Party of China deployed the mass line education and practice activity featuring pragmatism, honesty and uprightness. In the harmonious society, how to win the masses’support for CPC’s demolition and resettlement in the county area, which aims at improving the masses’living standards in essence, is a great problem facing the grassroots government. The purpose of China’s accelerating urbanization is to narrow down the gap between the urban and rural area, achieve common prosperity and build a comparatively well-off society.This paper explores the problem of demolition and resettlement facing the government against the backdrop of urbanization, and finds out that a major problem is the restriction of land. The size of the construction land directly concerns the development of the local economy. How to achieve economic use of land is an examination of the government’s capability and a test of urbanization. Based on the demolition and resettlement in Jiyang County of Shandong Province, this paper finds out the problems existing in the county demolition and resettlement, including, violent conflicts, arbitrary change of plan, lagging compensation and settlement, overbidding of the masses, deluge of formalism and lack of infrastructure. Concerning these problems, this paper points out relevant causes, including inadequate efforts in terms of ideological and legal publicity, government policies, and communication with the masses. Based on the above analysis and discussion, countermeasures to improve the demolition and resettlement work in Jiyang County are put forward, including the establishment of the demolition and resettlement concept, the improvement of relevant legal systems, the transformation of government policies, the building of the demolition and resettlement monitoring system, the exploration and improvement of the demolition and resettlement model and method.This paper aims at solving the dilemma facing the county government and advocating the joint establishment of a harmonious society through the smooth progress of demolition and resettlement. By doing so, the masses can get tangible benefits, and the requirements of urbanization can be met.
