In recent years, China’s national economic is developing and the process of city is accelerating, city population is increasing, and the requirements of the living environment has been improved, so the city infrastructure and housing construction has not only become a problem in today’s society and what the government first face, but also an important index to measure the degree of development, city residents happiness index.By now, BT mode has been developed maturer in foreign countries, but in our construction field is just emerging and mostly applied in the city traffic construction, is still in an exploratory stage, especially for the construction of resettlement housing, and we have no mature experience to study, and lack of understanding and specification in system; In addition the construction project that applied for BT itself has problems such as long construction period, large investment, more participants, complex relationships and other issues. Therefore, it will exposes many problems in the actual operation of the process, and this needs us to sum up experience constantlyBased on the learning the theory and practice of BT mode from the domestic and foreign, I studied the BT mode deeply:firstly introduces the background, meaning, characteristics, evolution of BT mode, and other common financing model comparison, the feasibility and scope of application in our country; second introduce the BT mode’s main related subjects and the relationship between them, the operation process and the difference from contracting with funds; then study of BT project financing, financing mode, all parties involved in the way of the buyback, the different profit difference by different repurchase way; at last analyse the risk of the BT project, including risk identification, risk assessment and using the ISM (interpretive structural modeling) to determine the level of risk; take the actual cases in the last part of each chapter, namely Ji’nan West Railway Station for three District14tenders, combined with the theory of the front part, analyse the project in detail, including the general situation, participants, financing, repurchase, risk level and so on. The purpose of using BT mode is to optimize the allocation of resources utilization, our government use the social capital for city infrastructure, municipal utilities and city residents housing construction in advance, and then returns to social capital. Using this way to reduce the pressure on government finances and optimization of social capital; but at the same time, facing up the new things, we should not only grasp the opportunity, but also foresee the risk to apply the BT mode better, more standardized, to reform investment and financing system and innovate the construction project management.
