The Research On Demolition And Resettlement Issues Of Xiamen Affordable Housing Construction

Resettlement housing construction issue of affordable housing is a problem which have to solve in the process of industrialization promotion and city construction in recent years. Demolition has take a important role in realizing the urban planning goals,promoting the urban environment outlook update,utilizing urban land resources rationally,improving the urban residents living conditions.Resettlement involves the demolition of house or land acquisition,which related to the direct interest and property.Therefore,the demolition and resettlement is not only a major livelihood process, but also a popular project.Currently,there are still many obvious problems in the demolition and resettlement of affordable housing in our country.To solve the issue of the demolition and resettlement, many cities create some beneficial exploration and practice in this area. For example,apply the mode of stability evaluation in Zhenjiang city of Jiangsu province; adopt the mode of “simulate demolition” in Jinjiang county of Chengdu city;explore “sunshine demolition” in Hefei city of Anhui province;“turn the resettlement housing into commercial housing” in Chongqing city;take the“big project driven model” in Hangzhou city;adopt the prevent and the same pipe model in Nantong city.All of those cities has better solve the resettlement problems affordable housing construction.On the basis of comparative analysis the beneficial experience and practice of the domestic typical city, this paper use the social security theory of Marxist classical writers,welfare economics and game theory,combine the research on demolition and resettlement issues which concerned by most of people in Jimei district,found some demolition and resettlement problems in the construction of affordable housing,such as demolition and resettlement regulations is not perfect, the government function dislocation in the process of demolition, house dismantlement administrative department supervision is not strict, judicial protection is weak, the relocation policy propaganda is not enough, the demolition demolition methods evaluation is too simple,evaluation is not standard,the compensation standard is too low,the demolition of non-residential housing is difficult and problems such as property right relations is unclear left over by history, etc.This Paper systematically described the demolition and resettlement basic information,analyzed the existing problems and the reasons,and put forward measures and Suggestions which aiming at the main problems in the demolition and resettlement of Jimei district.There are six suggestions:(1) improve mechanism, perfect the demolition and resettlement procedures.(2) improve the laws and regulations,provide legal safeguard for the demolition and resettlement.(3)strengthen supervision and prevent "rent-seeking" behavior in the process of demolition and resettlement.(4) carry out the laws and regulations, creatively solve problems left over by history.(5) positive innovation, change the thinking of demolition and resettlement.(6) stick to the people-oriented idea, create reproducible community management mode.etc.
