With the process of global trade liberalization accelerating, tariffs and non-tariff measures are increasingly weakened. Technical measures to trade are a mean of import and export activities, which are commonly used. As a developing country, China's agriculture that opened to the outside strategy and actively participated in the process of global competition is impacted by technical trade measures in the double direction of import and export. Compared with technical barriers to trade of agricultural products export, technical trade measures of domestic imports of agricultural products are rarely researched. World experience shows that, technical measures to trade with rationality are an effective means of implementation and management for countries. Those will help regulate agricultural imports, safeguard public health, protect environmental and agricultural development, and achieve equal competition in the international market. Therefore, to strengthen study on China's technical trade measures of agricultural imports activities is extremely necessary.Based on the above understanding, this paper started with development of technical trade measures and effect for importing countries, combined with the trade conditions and trade measures of China's current imports to agricultural products, based on frequency ratio and panel data model, agricultural technical trade measures status and effects are quantitative researched in China's agricultural imports management system. The results showed that, technical trade measures systems are initially established in the field of agricultural products importation in China. Technical measures to trade has replaced tariff and to be the n(?)in device in the system of Chinese agricultural products importation management, but compared with the change of the status, the connotation establishment seems backward. By comparing with developed countries in the agricultural products quality safety management system, the differences and gaps existe(?)in the policy guidance, rules and norms, organizational management, technical support and implemen(?)ion and other aspects, the countermeasures are proposed to improve technical trade measures of ag cultural importation.
