An Empirical Analysis Of The Policy Performance On The Korean Import Trade In The Agricultural Products

As China's primary industry,agriculture has always been the unshakable foundation of the national economy.China has always been a major agricultural producer in the world.With the rapid economic growth since the reform and opening up,the role of agriculture in the development of the national economy has changed,and agricultural foundation status rather than weakened,but gradually enhanced.For South Korea,after nearly 40 years of rapid development of national economy,the agricultural industry in the constantly changing at the same time,the government of the importance of agriculture has not reduced.The author aimed at South Korea's market,using the United Nations commodity trade database on South Korea agricultural products trade data,respectively from the perspective of both qualitative and quantitative study of South Korea's primary agricultural products and agricultural goods import trade patterns and dynamic evolution,the cause of the import trade policy performance,and then analyze the role of government in agricultural products import trade,it not only can promote China's agricultural exports to South Korea,China and South Korea and can expand agricultural trade in the areas of cooperation,but also for China and South Korea agricultural products trade friction is put forward reasonable solution,so as to promote win-win cooperation of China and South Korea.On the basis of static description,dynamic evolution and empirical analysis results,the author summarizes the reality that South Korean agricultural products are at a relative comparative disadvantage and trade deficit.However,both primary agricultural products and agricultural products are increasingly specialized,and there is a deviation tendency in the trade pattern of south Korean agricultural products.The net export capacity of primary agricultural products and agricultural products is lower than their corresponding actual comparative advantage level.At the same time,in the long run,the degree of policy intervention in the import trade of primary agricultural products in South Korea has a significant negative effect on the actual comparative advantage of primary agricultural products,that is,whether the specialized production of primary agricultural products in South Korea has a comparative advantage or a comparative advantage,with the gradual deepening of the government's intervention in the import trade policy of primary agricultural products,the comparative disadvantage of primary agricultural products will gradually reduce and the government's intervention in the import trade policy of primary agricultural products will have a greater impact on the change of its relative comparative advantage.Unlike primary agricultural products,the Korean agriculture actual comparative advantage of manufactured goods for import in the short term and long term trade policy intervention degree has significant negative effects,namely when the government policy on agriculture to promote the import of manufactured goods,with the increase of agriculture actual comparative advantage of manufactured goods,manufactured goods to agricultural government encourage measures will be more and more strong;When the government policy on agriculture to restrict imports of manufactured goods,as South Korea agriculture actual comparative advantage of manufactured goods increases,the government to the agricultural measures of restrict imports of manufactured goods will be more and more weak.Combined with the analysis of the main conclusions can be drawn on the development of China's agricultural trade enlightenment.The author believes that China can make corresponding adjustment and improvement from five aspects,including agricultural economic structure,agricultural trade structure,China-Korea trade consultation and coordination mechanism,agricultural marketing network and quality assurance supervision system.Government should work out an appropriate cooperation system to promote the export of Chinese agricultural products to South Korea and ultimately achieve mutual benefit and reciprocity.
