In order to adapt to the fierce market competition, many enterprises use the performance management to enhance the competitiveness of enterprises, to improve staff personal work performance and potential, and thus improves organization performance and achieves enterprise strategic target. This paper will help ShaanXi Blower (Group) CO., LTD. establish the system of performance management that with the strategic target as the guidance.This paper studies the origin and development situation of performance management in China's, introduces the definition and function and several basic concept of performance management, expounds the basic theory and comprehensive comparison on the Balanced Scorecard, Key Performance Indicators, Management by Objective,360-degree Performance Evaluation those four kinds of performance management method from the using condition, the limitations, advantages and disadvantages, the theory and method of Strategy Map, and thus to presents why using those method that are described. And then, analysis the current situation and defects and effects on the performance management system of ShaanXi Blower (Group) CO., LTD., puts forward the way to improve, establishing the system of strategic performance management by using the basic theory of Strategy Map, Key Performance Indicators, Balanced Scorecard. In this paper, the author first writing process of performance management theory research, and then use the performance tools on the basic of the strategic of ShaanXi Blower (Group) CO., LTD., gradually designs the key performance indicators within subcompany, staff at all levels of all kinds of personnel, and designs the performance evaluation calculation method, the operation platform, and the closed-loop management process, and then puts forward the scheme about the system of performance management that with the strategic target as the guidance.The analysis of the problems and the scheme about the system of performance management that with the strategic target as the guidance in this paper, not only helps this enterprise found their own problems, and adjust and perfect their own performance management system, but also can be used as a reference for the similar situation of enterprise.
