With economy developing rapidly, China has been gradually on the process of industrialization and urbanization. However, energy shortage has become increasingly outstanding. It has been calculated that, from 2000 to 2009, China's crude oil consumption has increased from 241 million tons to 388 million tons, with an average growth rate up to 6.78% annually. Besides, the amount of crude oil net imports has also rose from 59.69 million tons to 199 million tons, with the degree of dependence on the crude oil import rising from 24.8% to 51.29%, at which rate, by 2020 China's crude oil import dependence degree will rise to 65 % or more. As a result, the demanding for energy is so serious that the national energy development strategy is in great need to build multi-level regional security system, which is becoming the tendency during the period of the 12th Five-year Plan. Therefore, the waste oil regeneration project aimed at the implementation of specialization and the scale of industrialization in the China's northeast region has become the important reflection of the energy development strategy.The research on the waste oil recycling program in China's northeast region is aimed to analyze and study the technological economy, the energy consumption and the impact on the ecological situation in a systematic and scientific way to control the project management and risks and guarantee the project to go smoothly. Through the introduction, digestion and absorption of the world's leading oil re-refining technologies, the project is to explore for new ways of specialized and large scale treatment of waste oil in northeast region of China. By analyzing the significance and background of the project , this study gives a detailed description on the necessity of bringing in the project on recycling waste oil with international advanced technique in order to promote the sustainable economic development and protect environment. The article briefly describes the content and the structure of the research as well as the methods of project management through previous learned knowledge, combining theory with practice and forming a relatively complete implementation of the waste oil recycling project to guide the project practice.In Chapter II, a more comprehensive introduction to the current situation of the development of waste oil re-refining industry and the northeast region shows the necessity and urgency of bringing in the international advanced technology in the field of recycling waste oil and management experience.From the point of the project technical economy, Chapter III analyzes the feasibility of the project implementation in this region through the calculation results of the project economic model, and then, based on the life cycle assessment theory, compares the waste oil regeneration system with the direct use of waste oil as fuel in combustion system, to analyze their energy consumption and the advantages & disadvantages in terms of ecological impact. Finally the article will carry out evaluation analysis on the use of ESR re-refining technology on energy consumption and environment impact.By establishing the project objectives as a starting point, Chapter IV will discuss the external requirements for the conditions of resources in the process of implementation and construction of waste oil collection network, and conducts project risk analysis and countermeasures. Combining theory with practice, the article will clarify how to effectively carry out and control the project in detail.In summary, this study starts from analyzing the development situation of waste oil re-refining industry in China'northeast region, combing the knowledge of project management with practice, and further analyzes and evaluates in several aspects from the project technical feasibility, energy consumption to the ecological impact. Based on the systematic research, some specific programs of the project are put forward, and, in the meantime, lessons are learned with the hope of finding a suitable and effective way to recycle the waste oil in this region.
