With traditional energy reducing sharply, the scope of application and the supply of new energy has failed to meet the needs of China’s economic development. Energy does not only create huge material wealth, but also brings air pollution, haze and a series of serious environmental problems, a direct threat to the sustainable development of economy and society. Therefore, under the premise to ensure rapid economic development, efficient use of energy as much as possible, to reduce energy consumption in China is already the most pressing issues of our country’s economic development. In recent years, the government of China vigorously "energy conservation" to deal with the energy crisis, and technological advances as the primary means of energy conservation, but this measure has not achieved anticipated results. Therefore, it is necessary to technical progress of the effect of changes in energy consumption in-depth study of the theoretical and empirical.Firstly, the sort of changes in the technological advances affect the dynamics of energy consumption at home and abroad, found few studies rebound effect under the perspective of technological progress on the effect of changes in energy consumption, especially domestic scholars in this field is still in its infancy, relevant theoretical and empirical research is not rigorous, there is a big error.Secondly, in the analysis of the current situation of China’s energy consumption, expand research perspective rebound effect under the impact of technological progress on changes in China’s energy consumption, especially single chapter lists were estimated contribution rate of technological progress, and for the next chapter pave the way. Then, research from technological advances led to decrease energy consumption and increase the two aspects of the empirical research. Advances in technology to reduce energy consumption, resulting in empirical research, and does not entirely due to changes in energy intensity of technological progress, but to use the AMD addition decomposition model estimates the effect of technological change in the energy intensity values more accurately measure the technological advances lead reduction of energy consumption.In the calculation of technical progress are leading to reduction in energy consumption and increase the amount and analyze the results, the study estimates that the final energy rebound effect size calculation results show that:the rebound effect of energy increased and decreased. Especially in recent years, China’s energy rebound effect in excess of 100%, which should be government attention.Finally, on the basis of theoretical analysis and empirical analysis, draw conclusions, and gives policy recommendations to reduce energy rebound effect of:(1) technology can help reduce China’s energy consumption, but only for technology innovation to be protected, especially perfect the patent protection system, in order to give full play to the role of technological progress in saving energy and reducing consumption, especially independent innovation enterprises can effectively promote energy saving and. (2) clearly, subdivision, implementation, evaluation of China’s energy-saving targets, the energy-saving technology policy fully play its role. (3) to promote energy revolution, to change the status of energy production level backward China, establishing multi energy supply system, especially the development of modern energy, improve the status of energy consumption structure in China, to reduce the consumption of conventional energy.
