Research On Government Responsibility In Standard Operation Of The Rural Minimum Living Security In China

Rural minimum living security system is a integral part of social security system in modern China .In essence, rural minimum living security system is the"lifetime"of the rural poor. Also, it is a"safe net"in rural society. With the problem of rural poverty has become increasingly prominent, our government and academia turning their attention to building a rural social security system among rural residents. And now, the minimum living security system has been developed in the country, to a certain extent, ease the situation of rural poverty.But following the interviews, I found that the process of rural residents, rural residents, the implementation of security policy in many practical problems have emerged, greatly reduced effect of policy implementation, which is necessary to have attracted strong attention .Because of these problems show that our rural residents minimum living security system has yet to be further developed and improved.In this paper, the minimum livelihood guarantee system for rural residents with a focus on the operation, and I have interviewed with the poors in Daiyue District. By these cases I want to highlight the current system of rural residents, the practical problems arise in operation, By analyzing these problems, the government have to do something in the specific for the rural residents.
