Social capital, as a non-institutional factor, promotes social trust, solidarity and cooperation in the form of trust, norms and networks. The fact is that, social capital not only provides the diverse and complex society with necessary social integration, promotes government efficiency and the social construction of democratic legal system, but also promotes economic and social development and accelerates the formation of a harmonious society. However, the currently insufficient stock and the special-shaped development trend of social capital in Guangxi Beibu Gulf economic zone fail to promote economic and social development as expected, and even worse, restrict the development to a certain extent. Therefore, it is a must to re-integrate and re-cultivate the social capital which mainly consists of trust, norms and net-works, so as to give full play to its role in supporting and facilitating economy and society and to accelerate the opening-up of Guangxi Beibu Gulf economic zone and the construction of a harmonious society.In the past, studies on social capital are conducted mainly from the angle of function and trust. Based on that the government is the demander, integrator and main provider of social capital, this thesis follows closely the interactive relationship between government and social capital from the angle of regional public administration, combines government function theory with social capital theory, and opens up new areas of research in the intersection of the two theories through the carrier of Guangxi Beibu Gulf economic zone and combines the two. Then the thesis, based on the analysis of current social capital in Guangxi Beibu Gulf economic zone, develops a social capital cultivation model with government as the main part, and discusses the practical countermeasures.
