Bidding of hydropower engineering project is a process full of uncertainty. This uncertainty of Bidding is affected by size, complexity and technical content and other factors of the project, and also by time, resources and environment. Bidders face enormous risks in the process of bidding. Ignoring risk analysis of the project itself is in the "adventure." Contractors who do not pay attention to risk controlling will suffer heavy losses easily. Therefore, strengthening risk analysis of hydropower construction project bidding, providing a basis for calculation of bidding risk and finding risk in advance to take preventive measures have important practical significance for China's construction enterprises to improve risk management and bidding levels.This paper introduces the characteristics of hydropower construction project and status and problems of bidding risk analysis, and then studies bidding risk on this basis. It describes the risk characteristics and risk management of hydropower construction project; quantitatively analyzes risk factors of bidding with Analytic hierarchy Process from the overall perspective; Calculates the weight of relative importance for each risk factor; randomly selects inquiry results of basic cost elements with Monte Carlo, simulates the total project cost and then calculates the possible probability distribution of the total cost. Combination of two methods provides an important risk bidding basis for decision-makers in the overall aspects of engineering and engineering cost,which has guiding significance on practice.
