With the speed up of investment in R&D outsourcing in China in recent years, as the credit storm beat the Europe and the North America market, it is critical to transfer the R&D development base to China and other emerging counties. So it is valuable to research in the difficulty of R&D center transferring and turn local R&D center from low cost center to low cost-strategic compound R&D center.From the introduction of RA Automation and its oversea software R&D center in Dalian, and the financial loose of RA during the global economic crisis, this article described the economic motivation of RA moved many its main software development work to Dalian. Through the analysis of the problem that Dalian faced during the transition, such as less experience, low capability, low efficiency of knowledge sharing, low willing of employee to take practice in knowledge exchange, research in Knowledge Share efficiency and Tacit Knowledge Share.To find the solution of driving a effective knowledge sharing and to increase employees capability, The further analysis and research was made based on previous theory and the fact of Dalian center, which shows that there a tightly connection between incentive system and Tacit Knowledge Share, and both of them are critical for RA Dalian R&D center. Furthermore, through the analysis of three key modules of Tacit Knowledge sharing, we can get a relative conclusion as following:Based on the facts of Dalian R&D center, only build Knowledge and Technology uniform platform, can we found an efficiency Tacit Knowledge Share system.Dalian Software R&D center needs to build up an Incentive system for better Knowledge sharing, and the Incentive system is also a critical element for Tacit Knowledge Share.
