With the development of the Economy, residents’ income level has already been improving obviously, the proportion of residents’living electricity consumption in that of the whole society has also been increasing gradually. The CPC Central Committee document No. 9, "Several opinions on further deepening the reform of electric power system" ("Document No.9"), has been issued in March 2015 by the State Council, which officially launched a new round of electricity reform in China. Document No.9 has put forward the policy as orderly reformations of electricity tariff, which means the implementation that the electricity sale tariff outside the public welfare should be formed by market is come into being step by step. Residents’power tariff will still be formulated by the government because of its nature as public interest electricity tariff.The reform of the power tariff is the important part of the reform of electricity. As a tariff which is formulated according to the residential electricity demand, different electric load curve and different time, TOU Tariff can flat the load curve effectively and ease the tension between supply and demand of electric power. Therefore, it is urgent and essential to research on the optimization model of the TOU Tariff under the Ladder Power Tariff.The paper was started from the demand response of residents’power consumption, and combined with the results of the peak and valley time division, therefore the optimization model of the TOU Tariff under the Ladder Power Tariff was designed. Firstly, in order to analyze the relation between residents’power demand and power tariff, the response law of the demand for TOU Tariff has been simulated. Secondly, on the basis of a full consideration of the direct effect to the results of the TOU Tariff contributed by a reasonable peak and valley time division, the peak and valley time data mining model based on the threshold optimization was built. Thirdly, the optimization model of the TOU Tariff under the Ladder Power Tariff was built with two objective functions as the minimization of the peak and valley load difference and the minimization of the peak load. Fourthly, a sensitivity analysis of the TOU Tariff under the varying degree of the changes of current demand response of residents’power consumption, the government price policy and distribution principle of benefits for power network and users was adopted. Lastly, the power situation of the residents on a city was analyzed by the Matlab.Simulation results showed that the reasonable TOU Tariff under the Ladder Power Tariff can flat the residential load curve efficiently within the guarantee of a full play of the role of the original ladder price, which can further achieve the target of guiding residents for a more reasonable power consumption and flatting the residential load curve. The study has certain significances to the practical application.
