Study On Independent Innovation Capacity Evaluation Of Technological Small And Medium-Sized Enterprises

The technological small and medium-sized enterprisesbased on high-tech technology are the core source of independent innvation, and also are the important force to solve social employment, to promote technological innovation and sustainable and healthy development of economy. With the rapid development of economy, technological small and medium-sized enterprisesare playing an increasingly important role in the national economy. The increasingly fierce market competition and the upgrading technological advances make more and more technological small and medium-sized enterprisesreliaze that enhancing the independent innovation capacity play a key role in improving core competitiveness. Therefore, to identify problems in the independent innovation of small and medium technological enterprises, and then to improve the independent innovation capacity of technological small and medium-sized enterpriseshas become an important research issue.In this dissertation, on the basis of absorbing relevant research results of experts and scholars at home and abroad, firstly, it analyses the development status and trends, the formation of the independent innovation capacity of technological small and medium-sized enterprises, according to the enterprises'life cycle theory, and analyses internal and external factors of technological small and medium-sized enterprisesfrom two aspects-Internal factors includes factors that R&D resources, production, management, marketing and risk prevention factors, External factors includes policy and legal environment, social service environment, market environment and financial environment factors. And then it establishes the model of integration on internal and external factors. Secondly, this dissertation establishes the evaluation index system of independent innovation capacity of small and medium technological enterprises, which composes 9 second indexes including independent innovation R&D capacity, independent innovation manufacturing capacity, independent innovation management capacity, independent innovation marketing capacity, independent innovation risk prevention capacity, independent innovation policy and legal environment, independent innovation social service environment, independent innovation market environment and independent innovation financial environment, and explains the meaning and calculations of every evaluation index in detail. Thirdly, through the comparison and choice of several common methods, it determines combined weight method which is combinated of subjective and objective weight to determine index weight, and determines the VIKOR method as its evaluation method, and makes a detailed description and analysis. Finally, it selects 20 technological small and medium-sized enterprisesin Jiangsu province as evaluation samples, evaluates them by the use of this evaluation index system and VIKOR method, analyzes and summrizes the evaluation results and puts forward strategic choices to improve the independent innovation capacity of technological small and medium-sized enterprises.
