Modern business bank could not lake of performance evaluation system. It was the important loop of enterprises. Whether the strategy goal of the business bank could be consummated, it depended on do it well on performance evaluation. Since China's accession to WTO, Chinese commercial banks face the financial environment that is full of increased competition. Currently, domestic commercial banks'performance appraisal systems are still less scientific, which are needed to be improved and perfected. In particular, rural commercial banks that service famers and rural areas specifically are shifting from rural credit cooperatives to rural commercial banks in these years. In this condition, the performance evaluation system is at the chaos and backwardness, which seriously affected the normal operation of its restructured.Based on modern performance management theory, the paper makes a in-depth interview investigation to the B Sub Branch of Rural Commercial Bank of Guangzhou, and analysis its present performance evaluation system and questions. Applying investigative tools such as BSC (The Balanced-scorecard) and KPI (Key Performance Indicator), the paper designs a performance evaluation system which is based on BSC.Firstly, the thesis summarized the concept and the development of performance evaluation system briefly and introduced kinds of main methods in performance evaluation in detail. This provides basic theory foundation for B bank performance evaluation method choosing and performance evaluation system designing. Secondly, the thesis analyzed the status of the performance evaluation for the staff in B bank. On the basis of analysis of actual performance evaluation mode, performance evaluation method and main performance evaluation procedure in B bank, the thesis analyzed and summarized the chief problems in B bank performance evaluation system. Meanwhile, the thesis also generalized the essential of the problems. Furthermore, the thesis analyzed the forming of performance evaluation system in B bank. Oriented by B bank development strategy, taking example by corporate banking department, based on the department and post setting, using the Balanced Score Card idea, the thesis formed the performance evaluation for the department and staff index system of B bank from four aspects, namely, finance, customer, internal procedure and learning and growing. Lastly,the author put forward her own opinion about the application assurance of the new performance evaluation system in B bank.
