Study On The Industrial Conversion In The Poor Rural Areas

After reform and opening up of China, the economy and society have developed greatly. However, rural areas, farmers and agriculture are still an important issue of national economic development, especially in the poor rural areas. The economic development of the poor rural areas is not only their own economic problem, but also the requirement of building well-off society, the demand of realizing the sustainable development and implementing scientific concept of development. And the development has an important significance to accelerate the pace of poverty reduction and maintain social stability.We point the 592 key countries for national poverty alleviation and development as the poor rural areas in this paper. The poor rural areas which geographically coincide with the fragile ecological environment areas are mainly distribute in the centre and west of China. Because of various objective and subjective reasons, the industry development is slow and inefficient, resulting in waste of resources and degradation of environment in the poor rural areas. It is imperative to implement industry conversion in the poor rural area to develop economy. Industry conversion should start from facts of the the poor rural areas, make sure the industry situation and problems in the poor rural areas, determine the models of industry conversion to make the economy keep a sustainable healthy development.In view of this, firstly, the paper overviews the studies about industry conversion at home and abroad by using the methods of literature analysis and data analysis. This study starts from the definition of the poor rural areas, and sums up the industrial situation in the poor rural areas, and analyzes the obstacles of industrial conversion. Secondly, base on an introduction of DEA, this paper also uses DEA model to evaluate the industrial efficiency in the poor rural areas. Thirdly, according to the experience of industry conversion of foreign and domestic countryside, this dissertation determines the models of industry conversion in the poor rural areas:the model of industry extension; the model of industry specialization; the model of industry ecology. Then, security system is constructed from the aspects of infrastructure, technology, policy and law. Finally, the paper analysis empirical problem taking the poor rural county:Fu Nan County as an example. This paper summarizes the problems and achievement, and proposes three measures to promote industry conversion of Funan County.
