The Research Of The Responsibility Of The Enterprise Promoting Mechanism Based On The Chongqing Urban And Rural Social's Development

As the biggest municipality in the western region, Chongqing is a city with a special situation of the municipality, that set major cities and rural areas, a large reservoir, mountainous and ethnic areas in a body. But China is also a typical large rural areas, is a typical large agricultural country and farmers country, hence, from this perspective that, Chongqing is a microcosm of China, and it have some representation. The outcomes of the urban and rural development of chongqing, not only conducive to the coordination of the economic and social development of chongqing ,but also have a role in drawing and promotion to the whole country's urban and rural road development.Since allowed to become a"national comprehensive reform pilot urban and rural areas"in June 2007, the level of chongqing's urban and rural development was an increasing trend, but there are still a big gap between the urban and rural in the employment, education, environmental protection, life quality and so on, and these issues are also the elements of corporate social responsibility which advocated.This paper is committed to building a system of the corporate social responsibility advancing mechanisms to promote the development of urban and rural areas of Chongqing. Through quantitative and qualitative analysis the affecting factors and the scope of corporate social responsibility, found there are have a close relationship, and make a certain understanding of the current situation of the corporate social responsibility though the questionnaires and secondary data collection, know that the current corporate social responsibility is not optimistic, protection of migrant workers rights, environmental protection, construction and other aspects of social public welfare have to be improved, and there is still a gap between the urban and rural development required.The main reason for this phenomenon is that companies lack the internal motivation and external pressure.Based on this, the author' analysis the current caused by lack of corporate social responsibility reasons from external pressures faced by the enterprises and the internal motivation to proceed from the government, the community with the system theory, and derived the model of corporate social responsibility ,and the power drawn the corporate social responsibility mechanisms in the backgound of the Chongqing Rural Development: the Government has to the guide the corporate social responsibility construction at the policy level ,and give incentives or penalties to the corporate based on the social responsibility evaluation system; the community have create a good social atmosphere ,and play a role in monitoring and promoting the corporate social responsibility construction; and the corporate promotion mechanism is based on its own and their employees improve the sense of responsibility .
