With the advent of knowledge economy, along with rapid economic development, China's economy has entered a transitional stage, rich resource and energy could not meet the demands of power enterprises for economic development, who compete from such tradition resources as enterprise scale, financial strength, technical means to the creative capabilities based on human resource. The decision-makers take the human resource into more consideration than ever, which, as the primary factor, has been constraining the power enterprises. And human resources shortage and brain drain and its existing quality have become the most intractable problems in various power enterprises, when restricting the development of power enterprises. Therefore, the power enterprises must introduce modernized mechanism in human resource management, in order to better attract, retain, develop and activate the talents.In present, the internal and external environment in power enterprise is undergoing profound changes, the study analyzes the impact to the power enterprises, coming with these changes, and discusses how to build a new Human Resource Management Mode in power Human Resource Management under new situation. With China's accession to the WTO, the reformation in power sectors speeding up, which inevitable triggers a comprehensive and high-level competition excitement. In this way, the power enterprises have to build their own unique core competencies to remain invincible. Human resource management will play an irreplaceable leading role in the process.In the course of internal human resources management reformation, considerable problems appear in many power enterprises, who can not adapt to the current market situation. For example, some enterprise did not work out a long-term human resources programs, too narrowed selection in staff recruitment, too vague training objectives and unreasonable content in human resources training or even out of touch with the actual work, a scientific and reasonable performance evaluation system which conforming to the power enterprises not available, the lack of various system to inspire staff to be scientific and innovative. The reformation and development in the power enterprises could be constrained in a very long period of time if these problems not promptly and effectively resolved.In allusion to the above characteristics in the power enterprises, the paper analyzes the status in human resource management in Fuzhou Power Supply Company (Jiangxi Province) by dint of its instances and statistics. The main problems existing in the recruitment, training, performance appraisal and incentive systems are found out, on the basis of which, corresponding improvements and measures directing the above links are proposed by combining with the actual situations in human resource management in the power enterprises.
