Salary design is the premise and important component of modern salary administration system. How to design and establish a scientific salary system which is consistent with the characteristics of the state-owned monopoly enterprise and adapts to the demands of development in knowledge-based economy and era of globalization is a bran-new and important issue to A city tobacco company.In the first part of this thesis, the general situation of A city tobacco company is presented firstly. In order to establishing a scientific salary administration system and improving salary system, an overview of a variety of salary modes and incentive theories is introduced, then the situation of human resource, salary system and performance appraisal before 2009 in A city tobacco company is analyzed by questionnaire survey and the correlative deficiencies are listed.In the second part of this thesis, a variety of expatiations and suggestions about salary system reform aiming at job analysis, position evaluation and ranking, and salary adjustment are proposed. These suggestions obtain following effects:Canceling the identity ambit.After the reform, all the employees are assigned corresponding post sort, then, the conventional identity ambit are broken. So the identity management is changed to post management.Getting through the promotion channel.According to the sort of post, four employee teams (management team, technology team, business team and operation team) are founded. This method can provide the equal vocational development space for all the employees. Rebuilding the salary system, in theory.The salary structure is unified. At the same time, the performance salary system, normative income distribution system, mechanism of salary increases is also established. Realizing the reform of salary dynamic management. "Salary Change lying on the post" is realized by using post change to change the salary, "grade can rise and drop" is realized by using the change of post grade to adjust the salary, and "level can rise and drop" is realized by using the change of post salary level to adjust the post salary.In the last part of this thesis, aiming at the aspects that need to be improved in this salary reform, a proving scheme is proposed. Firstly, in order to fulfilling the auxiliary work of salary system, consolidating the foundation of salary distribution, improving the salary system of A city tobacco company, increasing organizational performance by increasing employees performance and realizing the synchronous achievement of the individual goal for every employee and the company's strategic planning, the company built a effective performance appraisal system. Secondly, in order to avoiding the eyeless comparison of employees belonging to various units, a uniform regulation for the early retire employees, such as the qualification, process and treatment, should be formulated by improving the early retirement system. Thirdly, in order to enhancing the pertinence of welfare, increasing the appeal to most employees, a flexible welfare system has been built. Meanwhile, the combination between the post grade, performance and welfare has effectively bestirred employees. Finally, a summary of the thesis is presented, and some defects also are pointed out.
