The Effect Of Housing Fund System Upon Housing Security

In 1991, Shanghai takes the lead in building housing fund system; draw on the experience of Singapore. In the past twenty years, housing fund system provided a lot of help for the development of housing security system of our country through personal housing fund loan, housing fund drawing and the supports for low-rent housing. But at the same time, the deficiency of equity came out little by little.Equitable of housing fund system has already been an old problem of economics, but the most of research scholars like to discuss specific expression, there are little research of the radical cause which bring about this problem provide for us. This paper discusses the radical cause which brings about this problem on the basis of analyzing the specific expression with deficiency of equity, and tries to find the way to solve the problem.This paper analyzed the building, development, status and primal problem with the security function of housing fund system, and introduced four representative styles of housing security systems in developed countries and districts, and according to our country's practical situation, I discussed the reformation of our country's housing fund system, offer a proposal on the basis of drawing on the experience of developed countries and districts. I deem that there are three cause which give rise to the deficiency of equity about housing fund system:(1)We haven't build a specific theory system of housing fund system, and we need a specific, advisable system orientation and development orientation especially. This is one of the radical cause which make housing fund system defective in security effect.(2)The contradiction between the type of fund operation and the aim which housing fund system build on.(3)The problem about the type of management. The different aim of owner and manager bring about the deficiency of security effect.At last, this paper provided three advices for our country's housing fund system base on a lot of charts and data, build on satisfying exertion with the security effect of housing fund system.
