The deployment of software engineering projects is complex and it can be divided into the following parts:project start, project development, system online, official running and acceptance etc., each of which have some potential risks. If risk analysis is not well estimated in the planning stage, it may finally jeopardize the project thus even result financial loss, which is decided by the nature of software engineering project. The company can make profit from the project won from advertised bidding. However if the risk is not well estimated, the company may encounter a lot potential issues in deployment, like exceeding budget, missing deadline, lowering quality and profit margin.Nowadays, most domestic large-scale software engineering projects go through advertised bidding. To participate the tender is an unavoidable part of Software Company, and it also the key part to decide whether the company can win the project. To make it competitive, some companies may ignore or intentionally avoid emphasizing the project risk analysis, which may finally result the project to be out of control during project deployment.This paper from the present software project bidding existing problems, and puts forward the significance of studying the problem. Then the system is introduced, and the public bidding system software project and project risk management concept. In research and analysis of the basic theory of risk management based on software engineering project bidding, the risk process into the detailed analysis, and construct a software project risk assessment system, the bid for risk assessment.
