Research On Optimal Allocation Of Land Resources In Mountain Area About Hebei Province

Land is a essential element in production and life for human, which carries all of things and creates the wealth. In China, the mountain area is two-thirds of the total land area, which is very wide. The research on optimal allocation of land resources in mountainous areas is even more significant. Mountains are rich in resources and raise one-fifth of the population living in our nation, which is the important resource house. But there is still a series of problems, for example, using land resources scientifically, environmental degradation and poverty problem in mountains. It is the primary problem needing to be solved urgently to implement the sustainability of land use to the actual production and life and achieve rational use of land resources in mountain areas in order to protect land effectively and promote economic development rapidly in mountain.This article studies the issue on optimal allocation of land resources in mountain, taking Yi County located in Taihang Mountains hinterland in HeBei as an example. First, it summarizes research status in and abroad and related theory about the optimal allocation of land resources, describes the scientific content and the measure standard. Based on above-mentioned study, by the analysis for the number structure, factor structure and layout of land use, the article dissects some problems during the use of land resources in the region, for instance, severe situation about farmland protection, extensive use for rural residential land, less transportation land, a large reserve of land resources yet to be developed and other issues. In order to solve these problems, according to objectives and principles of land resource optimization, this study uses linear programming in land structure optimization and applies cluster analysis in spatial layout optimization of land. Specific programs restructuring and optimizing are proposed for different regions have distinct natural and geographical conditions and characteristics of land use. In the eastern plains planted area, urban construction and industrial development should be strengthened in the premise of land protection, to promote economic progress in the county. In the central hilly orchard area, people should magnify actively growing area of fruit based on constructing the small cities and towns, and make the fruit industry to the main way to increase income of farmers. In the western mountain area, people should unleash fully its advantages in resources, planting trees and strengthen ecological and environmental construction, and so on.Finally, due to the above study, suggestions that are proposed optimal allocation of land resources in mountains of Hebei Province. First, strengthen land ecological environment and maintain the ecological balance of mountain. Second, play the guidance role of land use planning and coordinate comprehensive the relationship between land use and economic development. Third, protect strictly cultivated land and ensure food security. Fourth, launch positively land remediation in rural areas, strengthening the "empty villages" transformation. Fifth, improve the Investment intensity and promote the intensive use of land. Fifth, improve the Investment intensity to promote the intensive use of land. The research with research value offers the empirical basis for the configuration optimized about land resources and a theoretical basis for using land scientifically, rationally, sustainability.
