Decent work is a new concept proposed by the ILO. It aims at safeguarding workers' rights and intersts. Decent work sums up the aspirations of people in their working lives. It involves opportunities for work that is productive and delivers a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration, freedom for people to express their concerns, organize and participate in the decisions that affect their lives and equality of opportunity and treatment for all women and men.Decent work is more and more highly valued by the Chinese society after Chairman Hu Jintao's speech at the international forum "2008 Economic Globalization and Workers' Union " on January 7th,2008,where the ideas that "to help decent work come true" and "to help workers share more of the economic and social accomplishments" were formally issued. Decent work not only meets the need of protecting the workers required by the world's public opinion, but also perfectly matchs the policies like "People Oriented" and "Creat a Harmonious Society" put forward by our Communist Party and government.Textile and apparel industry is traditional supporting industry in China which matters profoundly to all the Chinese people. China's gross export of textile and apparel in 2008 amouts to 185.1 billion dollar, equal to 30% of the world's total amount. As a conventional labor intensive industry, textile and apparel supplies plenty of working opportunities to our country, which involved 23 million workers in 2008. Decent work is favorable for smoothing the structural adjustment of textile and apparel industry by improving labor structural integrity, enhancing work stability and resolving the contradiction between social employment pressure and labor shortage within textile and custume industry.Recent researches attach more emphasis on the contents of ILO's conventions and the threshold indexes of a contury which lives up to decent work's requirements, while ignoring the research of the apparel industry per se. Based on the theories and practice of decent work, this paper pay more attention to the concrete apparel industry and non-productive workers instead of a macroscopic industry view and traditonal productive workers.This article mainly contains as follows:①Compare and generalize the theories, conventions and development concerns decent work within and beyond China. Designed a questionnaire for decent work in apparel industry. ②Conduct analysis of decent work through questionnaires, in-depth interviews to apparel workersand business owners, as well as field research to apparel factries in Shanghai and Jiangsu province. A comparative analysis of the decent work awareness, understanding and needs of garment among production line workers, non-production line workers and business owners/ managers was made by Using theory of psychology and management, combined with statistical methods, Establish apparel workers decent work evaluation model by optimal scale regression.③Applied the evaluation model to five apparel manufactures, explore the problems of decent work and make recommendations for improvement.④Made apparel industry incentive mechanismbased on decent work.Research results are expected to evaluate the status of decent work garment employees. The study are amied not only to provide a reference for governments and enterprises to adopt a targeted policy-oriented, incentive mechanisms and improving program, but also to provide relevant theoretical support for industrial structure adjustment and upgrading of China's apparel industry.
