Research Relationship Between Industrial Structure And Employment Structure Of Resource-based City

At present,China has entered a new normal development process.the industrial structure is transformed from the low-end to high-end,which is a significant economic feature of this period.During this period,optimizing industrial structure and promoting employment not only take an important part of the government's economic and political functions,it is also a main task of public sector management and social co-governance.While supporting regional economic development,the resource industry also has the social function of maintaining regional stability.However,due to its own resource endowment,resource-based cities can easily form industrial path dependence.The irreversibility of resources leads to the shrinkage of resource-based industries and structural unemployment.Whether the optimization and adjustment of the industrial structure of a resource-based city can interact well with the employment structure is an important issue in studying the direction of adjustment of the economic structure of a resource-based city.In 2013,262 resource-based cities were identified in the National Sustainable Development Plan for Resource-based Cities(2013~2020),including 126 prefecture-level cities.Based on the panel data of resource-based cities in 52 prefecture-level cities in China from 2000 to 2015,this study divided resource-based cities into four stages of growth,maturity,decline,and regeneration according to the National Sustainable Development Plan for Resource-based Cities.According to this classification,the dynamic relationships between the three industrial structures and employment structures of resource-based cities in different stages are analyzed.According to the current situation of the evolution of the three industrial structure of the resource-based cities,the different stages of the resource cities are experiencing the evolution of different industrial structure and employment structure,but the overall trend is that the output value structure has gradually changed into the state of "two or three,one",and the proportion of the output value of the second industry in the capital city is still very large.The employment structure has gradually changed into a balanced development of three industrial employment numbers.From the degree of industrial structure deviation,the first industry has a basic effect on employment,the second industry has a absorption effect on employment,the third industry has different roles on the number of employment in different periods,and the employment knot of China's resource-based cities at present.The structure is still in the development type employment structure.The VAR model is used to study the interactive relationship between the three industrial structures and employment structure of resource-based cities at different stages.Through the calculation,it can be seen that different resource-based cities have different impact trends on the three industrial structures and employment structure because of the different development stages,and they should manage the resource-based cities in different stages of development.From the long-term forecast,the three employment structures of resource-based cities has different influence on the interaction of industrial structure,so promoting economic development and solving the employment process should be improved,according to the characteristics of each industrial sector to promote the balanced development of both.
