Research On Coordinated Regional Land Use

Since the reform and opening-up,especially in the 1990s with the rapid development of economy,the absolute difference between regions is becoming more and more obvious,the uneven regional development has become a unfavorable factor that affects the harmonious healthy and sustainable development of China's society and economy.With the rapid development of economy,the ill co-ordination between the increasing need of land and the scarcity of land supply becomes more and more evident,and the difference of the poor areas and the rich ones becomes bigger and bigger. To solve the problem of the regional difference,"coordinating urban and rural development,coordinating regional development,coordinating economic and social development,coordinating the harmonious development between man and nature,and coordinating domestic development and opening" of so-called "five balanced aspects" was put forward as the new requirements at the Third Plenum of the 16^th CPC Central Committee.The regional development strategies of promoting the development of the western region,revitalizing old industrial bases in northeast of China and other areas, promoting the rise of the central region,encouraging the eastern region to lead the development were worked out.In the new situation of the comprehensive implementation "five balanced aspects".Studies on the coordination between the regional economy and the land utilization draw their attention.In the crucial period of implementing national regional development strategy, promoting the rise of the central region and building a harmonious society,it is necessary to ensure the sustained,rapid and sound development of social economy. the reasonable exploitation and utilization of land resources is particularly important. The land use zoning planning is an important part of the general land use planning. which is not only an important means to exploit and utilize the land reasonably,but also a major principal.to identify the specific land use and land utilization measures.Based on the summary of the theories in relation to coordinating regional development,firstly,the necessity of regional land use plan is pointed out,and the connection between the land use and the regional economic development is analyzed, then the main related indexes in overall regional land use are highlighted,on the basis of which the system of indexes of regional land use plan is set up and the path analysis of regional land use plan is made.And then,the connotation,purpose,significance, principles and methods of land use zoning planning are studied,the four main models to zone are discussed.On the basis of the research in theory Xinyang City as an example is analyzed. Firstly,the analysis of land use and regional differences is done,and combined with regional division index system,the result of comprehensive land use zoning is drawn with software SPSS(16.0).Based on following the principles of zoning,fully considering the regional economic space relevance,regional spatial adjacent,characteristics of sources,development trend,and regional development strategy comprehensive zoning scheme in Xinyang City is put forward,that is to say, the western industrial concentration,central forestry,comprehensive economic-tradetravel and eastern agricultural trade zone.And the various regional land use status, structure,potential,development direction are analyzed,measures to regulate land use in various area are suggested.Then on the basis of comprehensive division in Xinyang City,according to the function orientation of Xinyang city in Henan Province and regional development strategy and the comprehensive considering the status and development trend of the social economic ecological development Xinyang City is divided into three main function areas by using multi-factor comprehensive analysis and Delphi expert consultation,namely priority urban construction and development zones,ecological environment protection zones and agricultural development zones. Finaily,the regional land-use strategies are discussed in the hope of coordinating regional land use and providing effective guidance for the regional development and implementation of security.
