Affordable Housing System Study Based On Public Management

Along with our country's reform of marketed economy system, our country's economy have a rapid development. In this context, the housing system of the residents in our country had changed the public mode by the beginning of the founding of New China to the commercial operation mode which the market is domain of supply and demand. Especially after the reform of the housing system in 1998, the real estate industry got a fully development and rapidly joined in the ranks to the pillar industry in China and become the important growth points of our economy. The housing system of marketiation driven the upgrading and development of a batch of industry and created a lot of new jobs, which brought positive effects to the development of marketed economy in China. But, because of our country' reform is still in the initial stage of the process, we do not have completely competitive market and enough management experience, which inevitably caused the income gap between different social classes and the real estate market appears phenomenon of corruption and fraud and a large of low-income people unable to buy the real estate. Housing is a basic items in human' survival process and also is the basic necessities of human rights, which has not only reflect the economic significance, but also a extensive social significance. Our government's public management department formulate the housing system which not only to ensure the healthy development of market but also protect the interests of the disadvantaged groups in low-income. This reflect the Chinese government's humanism and avoid the social contradictions from different income levels. Therefore, our country stressed the importance of the construction of affordable housing at the time of developmenting the real estate industry and make great efforts to meet the low-income group's basic housing needs. Especially in recent years,the central government pay attention to the livelihood of the people and detailed description in< government work report>in successive years. The central government and related parts formulate policy documents to emphasize to build affordable housing include planning, design, door area, the application requirements and so on, the purpose is to solve the low-income people's housing problems and bring everybody happiness and realize people's real development.But, because our country's reform is still in the beginning stage of the construction of indemnificatory housing system, we have no enough experience.The affordable housing, although have solved a batch of people's living problems, but there are still many problems of low-income people can not enjoy the basic right to living. Guarantee policy do not solve current problems at the best efficiency. Meanwhile, because in the land, capital, planning, examination and approval, management, supervision and other links of work exist all sorts of questions, there are many places need to improved.Based on the current main problems of guarantee system. reference beneficial experience of other countries and regions in the development of housing guarantee system and the public housing system research achievements of our country, combined with the analysis of housing system reform stage and the elements of our country's affordable housing, proposing the improvement suggestions of the housing policy.The first part of this text mainly analyses the origin of housing problem and the goal and significance of the research. At the meanwhile,we have a basic description to the status of the research at home and abroad, gaving the main contents and the research methods and framework; The second part give a scientific definition of the basic concept and features of affordable housing, introduces the basic system and theories related to public management and affordable housing; The third part research and analysis about the United States, Britain, and Singapore's security room system and absorb the beneficial place for China's affordable housing system; The fourth part comprehensively analyzed the stages of evolution of China's housing system and affordable housing. and put forward the areas where need to improvement. At the same time,we analysis the contradictions which existing in housing reform The fifth part,according to the questions of housing system, from the angle of public management and operation mechanism, legislative, finance and tax system, consumption concept and social supervision, putting forward some useful suggestions to the improvement of the system in our country. The sixth part is to summarize the full-text and prospect future job in this paper, on the basis of preliminary research, this paper puts forward the problem which should be paid attention in the future.
