The main conclusions are as follows:(1)"Land ticket" substantially is equivalent cultivated land area which reclaimed lawfully from construction land and yet qualified acceptance. While "the land ticket transaction" is a kind of ways to realize the hook for urban construction land index and the one of rural area. There are several characteristics that:①the relief and transaction of the index could go cross-regions;②the "first supplemen then occuppy" mode take place of the "first confiscation then supplement" mode which would be helpful to protect arable land including sticking the 217.07 x 104hm2 cultivated land in Chongqing and also ensuring the quality of cultivated land;③patial distribution of farmland and construction land were both optimized by way of market allocation, promoting the new countryside construction;④the dual structure of urban-rural construction land would be broken, and the element markets would be activated;⑤the establishment of "land ticket system" and rural land exchange in Chongqing provide a path for solving the quitting of collective land during identity transfer from farmer to citizen.(2) Due the lack of inconsistent basis of income distribution, the land property rights fuzzy, the situation of government leading in income distribution and the lack of relevant legal supervision, thus the income distribution subject are different and the proportion of distribution vary much in different countries, and also exist problems such as the lack of unified management and the low level of income distribution marketization.(3)Among the benefit game relations involves the interest subjects, region, also urban and rural areas, the maximum of overall efficiency could be ensure when the subjects mutually cooperate and reduce income proportion. Meanwhile, the quantity of the countries in which land ticket index are mainly outflow is more than the ones inflow.
