A Study On The Price Forming Mechanism Of Land Ticket

Land ticket system supports a kind of new land circulation mode to protect urbandevelopment and rural land which is called "double insurance" contradictions in thecurrent. Land ticket can realize the displacement of construction land above large rangeand long distance. It is a good way to achieve the rational allocation of urban and ruralland, promote the economical and intensive utilization of land, make the reasonable useof rural construction land come true. The essence of land ticket is the tool to realize theincrease or decrease hook of urban and rural construction land and it is a kind of indexwhich makes the farmers property increased, it is the rural construction land turning intourban construction land from the space, it is an important attempt to move our countryland system of the urban and rural dual structure. As one of the important ways tobalance urban and rural development, the price formation mechanism of the reasonabledevelopment is the important guarantee for the premise of steady development. Becausethe land ticket trade system began in late2008,which only last less than five years, theticket price forming mechanism of the relevant theory is not perfect enough, therefore, itis very necessary and has practical significance to understand the nature of the landticket in depth, to clarify the value of land ticket, to analyze the current situation,toclear the relationship between land ticket value and land ticket price at present and giveadvice for pricing mechanism of land ticket.At present, academics have a lot of research in the field of land ticket connotation，innovative significance，ticket transaction risk，the legal nature and the legal basis,andland ticket value. but it is a great shortage of the research for the land ticket price andprice formation mechanism, and few scholars involved for the relationship between theprice of land tickets and the value of land ticket. Land ticket system realize thetransformation from rural construction land into urban construction land, the reason forthe value of land ticket is that the land development rights in land value has appeared.So the key step of clear the value composition of land ticket is to figure out the value ofthe land right of development as well as the quantitative standard. There are manyresearches at home and abroad, but foreign research is relatively more mature andrich.so far, domestic research focus on two angles, the research of farmlanddevelopment rights and the study of land right of development. This article will use theresearch achievements of land development rights at home and abroad for reference to study the land ticket value. We will give recommendations on ticket price formationmechanism in Chongqing through the qualitative and quantitative analysis of the presentrelations of land ticket price and land ticket value, and the comparison results.This paper proposes three hypotheses:1.The current land ticket price fit for theticket value in Chongqing;2.The current land ticket price overtops the ticket value inChongqing;3. The current land ticket price is under the ticket value in Chongqing.In this article, land ticket value is given through detailed analysis of the nature andfunction of land ticket. Land ticket value consists of the value of land developmentrights fixed to the specific plot of land, the value of land resources of rural constructionland, the capital investment value, and space flexibility, landing land property value ofunlimited freedom. And each part of the value of land ticket has been quantified. At thesame time, this article enumerates the current land ticket price level and changes inChongqing and certifies the above hypothesis through the comparison of qualitative andquantitative comparison. It is concluded that the quantitative of land ticket value is332000yuan/mu, but since2008, the highest price of land ticket is244200yuan/mu,which is far lower than the value of land ticket in Chongqing. In order to solve thissituation, policy suggestions on the trade links of land ticket and trading system will begiven.
