The restructuring in the telecommunications industry and the issuance of 3G licenses put forward higher requirements on the telecommunications tariff management, therefore strengthen the training of tariff management is necessary. There are many problems which make the training results poor in the past training. The first reason is that training master plan is not clear, and the second one is that the design of the training implementation is defective.Through building the telecommunications tariff management competency model, we can tease out the ability and quality indicators that the tariff management person should have, clear the objectives and the directions of the training. Then, the bi-level programming model will be established on this basis, the solving ideas and the calculus case have also been given. Through the construction and solution of the bi-level programming model, the training programs could be quantified and make sure, the implementation of the training programs including the selection of the training methods, and the training resources distribution plan will be developed. This is the first time to use the competency model combined with the bi-level programming model in the construction of the staff training system.
