With the continuous development of China’s economy, labor intensive industries continue to move westward, Shihezi Hua Fang Textile Co., Ltd. has become an important textile enterprises in the western region, for textile enterprises, in the middle of the workshop director is the important human resources, business production has an important role. In order to improve the operation efficiency of enterprises and ensure the efficient production, the training of the workshop director is an effective way. Competency model is a model of the knowledge, skills, quality and ability of the employees’ behavior. By means of analysis, the definition of different levels is established, and the corresponding specific behaviors are described, and the key elements of the core competence of the model are determined. In recent years, due to the use of competency model in human resource management in various fields of the enterprise, the staff has brought about the results, the research of competency model has gradually been paid attention to. Competency model has become an important tool for the development and management of human resources in the public sector and organizations.Through the analysis of the present situation and problems of employee training in China, this paper uses the method of document data, behavior event interview, open questionnaire, statistical analysis and inductive method, combining qualitative research and quantitative research, and puts forward the practical principle of employee training management in China from the perspective of competency model, and on this basis, try to build a competency model based training management system of Hua Fang’s workshop director. The model is divided into five dimensions: achievement and action, aid and service, impact and influence, management and personal effectiveness. 8 competency elements: first, achievement and action: achievement orientation, initiative, help and service: impact and influence, impact and relationship building management: team work, team leader personal effectiveness: self-confidence.According to the competency model, this paper analyzes the problems of the existing human resources training in China. The main problems are the lack of training, the training form is simple, the training content and the lack of training effect evaluation. Finally, the paper designs a general training program, which includes general training, professional training and team building three aspects.
