Since the Reform and Opening-up, especially beginning from the 16th National Congress of the Communist Party of China (CPC), China established and implemented a series of policy measures to ensure the employment going on well. 'The state implements the strategy and policies in promoting employment in the long-term' was first put forward in the report of the 16th National Congress of the CPC. This made it clear that the Chinese government should promote employment, and had put the promotion of employment to a strategic height. During the Eleventh Five-Year Plan, the Employment Promotion Law of the People's Republic of China along with other laws and regulations were published, which indicated that the legal system to promote employment was gradually established.2011 is the first year of the Twelfth Five-Year Plan. And the period of the Twelfth Five-Year Plan is the key period to build a well-off society in an all-round way. It is also the essential period of deepening reform and opening-up as well as accelerating transformation of the mode of economic development. The Twelfth Five-Year Plan mentioned that the current development of China's urban and rural areas was uncoordinated with the fact of the employment pressure and structural contradictions. Chinese Premier Wen Jiabao once again pointed the problems out and stated that the portion of employment rate had not achieved the goal of the Eleventh Five-Year Plan in the 2011 government work report. Chinese society which has been in transforming period has confronted much more employment pressure than ever before. Solving the employment issue has become the greatest concern of people's livelihood. Under the current economic environment, governments at all levels should take the responsibilities of resolving the employment problems and promoting employment in great effort. The problems of employment, not only closely related with the social economic development, but are also influenced by the government's public administration policies. The research of promoting employment by Chinese government, not only has theoretical value of public administration, but also is the urgent need of China's economic and social development in transition period. Therefore, under conditions of the new domestic and international environment. employment is always a new subject which needs in-depth research with great theoretical and practical significance.This thesis, based on the Employment Promotion Law of PRC, pointed out that the necessity responsibilities of government in promoting employment, analyzed the problems during the process of government in promoting employment and provided suggestions how Chinese government could promote employment. The whole article consists of five chapters. Chapter One pointed out the questions and elucidated the background and significance of the research, the current study of research at home and abroad, important concepts and research methods. Chapter Two analyzed Chinese present employment situation and characteristic, summarized the'Three Bigness along with One Conflict', which was the large working-age population, the large rural labor force, the large number of employment of disadvantaged groups, the distinguished employment structural contradictions. All of these reflected the necessity for Chinese government to promote employment. Chapter Three, based on the Employment Promotion Law of PRC, pointed out that the government should play important roles in the policy support system, employment promotion environment, employment service system, market discipline system and responsibility monitoring system. Chapter Four, based on the'Four systems and One environment', analyzed the problems of Chinese government's practice in promoting employment, which were defects in practicing employment policies, serious discrimination in employment environment, dislocation in playing roles on employment services, the low level of market integration, and non-perfect supervision system. Chapter Five, based on the outlook of employment policy, put forward the recommendations of Chinese government in promoting employment, which were to promote the anti-discrimination in employment, to improve the employment services, to establish a social safety net of employment protection, to strengthen the employment statistical monitoring and unemployment risk prediction, and to improve the supervision and evaluation system.
