Employment is the people’s livelihood. Livelihood issues are related to the stability of the people, and also to the fate of the country. In the past ten years, employment problem has attracted more and more attention and concern. In the Sixteen major reports of the CPC, "Expand employment by all means" is stressed. Seventeen major reports note that "Adopt the strategy of expanding employment". And eighteen major reports conclude "Promote higher quality employment".Youth employment is not only related to the development of youth themselves, but also to the family’s happiness and the whole society’s stability. At this stage, Chinese society is in the full transition period. Diversification of social interests and social organization form, employment mode, distribution mode and life style, have a profound influence on the value orientation and career choice of the youth. Especially in recent years, the situation of youth employment is becoming more and more serious. It has become an urgent problem to solve the problem of youth employment.In Shanghai, youth employment has achieved positive results, but the situation is still not optimistic in recent years. At present, the most difficult group of initial employment and the highest proportion of resigning or changing group are all young people in Shanghai. With the employment of college graduates to become the focus of social concern, the main body of the government to promote the employment service from the original "4050" group to the youth group. It can be said that the biggest employment problem in current Shanghai is youth. Employment problem is also the most concerned, direct and realistic interests of youth in Shanghai.Under this background, this paper studies and discusses the problem of the local government in the promotion of youth employment in Shanghai city in the perspective of new public management theory. In this paper, Shanghai municipal governments at all levels implement the "set sail" plan and other policy measures, and considerable results have been achieved in the performance of the responsibility for the promotion of youth employment. But it should also be recognized that there are some obvious shortcomings in the performance of the promotion of youth employment duties. There is still a big gap between the actual needs of youth and government work. The actual effect of the government to promote youth employment policies and measures is limited. Lack of responsibility consciousness of relevant government staff, and participation of social forces are also the reasons. Therefore, to earnestly fulfill the responsibility to promote the youth employment, the government at all levels in Shanghai should scientifically determine its responsibilities and position. The government should take measures to effectively meet the needs of different types of youth employment, establish strict policy implementation and results evaluation mechanism, bold introduction of competition mechanism in the process of government responsibility, and give full play to the decisive role of social forces in promoting youth employment.
