The extrinsic manifestation of high-tech industry cluster is the science and technology park, characterized with dynamic development features and evolution characteristics of life cycle. Comprehensive understanding of the evolution path and growth stage of high-tech industrial clusters will provide theoretical foundation, policy advice and strategic decision making.Based on the literature research on life cycle theory and innovation network theory, qualitative analysis framework of "Growth stage-Elements-Dynamic mechanism-Influence" is structured, which summarized the elements, driving mechanism and interrelationship of the evolution of mechanisms in four stages.Based on the qualitative analysis framework, we build the perfection degree evaluation index system of high-tech industrial clusters evolution mechanism, which includes 4 criterion layers on concentration degree, cooperation level, innovation level and supporting level and 12 specific indicators. Later, Zhongguancun software plaza and Shilong Development Zone of Beijing are taken as research objects. We evaluated the Evolution mechanism perfection degree and the causes of the two objects through the Delphi method and Grey relational grade analysis. Then, we put forward the backward reasons of Beijing Shilong Development Zone on concentration degree, cooperation level, innovation level and supporting level. Finally, four policy measures are proposed on the basis of the above analyses, which are strengthening industrial correlativeness degree through formulating park industrial development plans, breakthrough system obstacles by establishing innovative mechanism, establishing public service platform by consummating intermediary organizations and developing new financing mode and promoting the enterprise vitality.
