During the recent years, international competition and regional collaboration have become the mainstreams of economic development in the world, which indicates that it is how to give impetus to the R & D'promotion, technological innovation, industrial agglomeration and manufacture' extraversion that does imply one country is parallel to the main onward orientations of most countries all over the world. This tendency of the global economy will have important policy implications for China and beyond to promote industrial restructuring in the cities, which is has proved to be essential for cities to complete functional transformations in the wider areas and their sustainable economic improvement. As to the heart of Hi-Tech-industry hatching in the cities, Hi-Tech incubation estates have become extremely important for one region to restructure industrial architectures, aimed to achieve the goal of development-mode improvement. So nowadays, researches of industrial planning in Hi-Tech incubation estates become hot topics in a vast literature supposed to bring new arguments and perspectives to local development preoccupations.Jiuzhou Economic Development District (JEDD), a Hi-Tech incubation estate located in the northern region of Lanzhou city, was selected for the research of industrial planning in the context of the fourth edition urban planning of Lanzhou, and in this new plan text, Lanzhou was defined as a key city in north-western China on the basis of the formerly formulated strategic plans:Planning of Lanzhou-Baiyin Economic Development Zone and Planning of Developing Zone in Northern Lanzhou. However, the scarcity of construction areas in this river-valley city have gradually become a major stumbling-block in the process of urban expansion, making it necessary for Lanzhou to explore east and north directed, which will evidently bring more development opportunities to these unexplored areas, especially for JEDD.In this thesis, an empirical analysis of dominate industry in JEDD is carried out. But before the collective analysis of the dominate industry, applying the Porter's Diamond Model (PDM), I will first introduce some most accepted views about industrial development in China and other countries. Then, on the basis of the situations of the estate, a SWOT analysis of the leading industry in this region is accomplished, which is followed by a four-aspects of discussion about the industries in this Hi-Tech hatching estate:forecasts, schemes, distributions and strategies.
