Incentive is to let people work hard in order to achieve the goal by stimulating people's motivation,inducing people's behavior and playing people's inherent potential. In the 21st century, the competition among companies has increased. The nature of competition is talent competition. However, some problems in human resource management restrict more and more the development of enterprises, among which the incentive management problem is particularly acute. Consequently, motivate people reasonably and effectively is the core issue of business management. The Xinjiang Production and Construction Corps plays a very important role in Xinjiang and it's a special system composed of the Party, government, military and corporation. After National working conference on Xinjiang, the Corps is facing more opportunities and challenges. How to seize the opportunity and meet the challenge is a major issue facing the Corps. In studying and resolving this issue an important aspect is motivation. Company is the smallest unit of the corps and the basis for its development and growth. Effective and reasonable incentive to first-line managers is an inexhaustible motive force to maintain vitality and to improve competitiveness, but also the driving force to grow the Corps. Therefore, through research on problems of incentive to first-line managers in the Mission X and propose solutions, is of great significance for the Corps to establish effective primary incentive policy and to enhance competitiveness.Firstly, in this paper, the background, purpose and significance of the research were described in details and explained incentive status in the Corps. Secondly, the concept of motivation was explained, the connotation and extension of the concept were further illustrated; Summary the incentive theory which provides a theoretical basis and foundation for this article. In Chapterâ…¢, first the nature of the enterprise of the Corps and the Mission X was explained; and then it classified the management personnel in the Mission X and clarified the status and position of first-line managers in the Mission X. Through the surveys, it explained the incentive situation of first-line managers. Status of the first-line managers with the incentive situation analyze the causes of insufficient incentives. Finally, through in-depth analysis of the institutional mechanisms,the corporate culture, performance assessment and salary, measurement were proposed to improve the incentive system.
