On Innovation Of The Rural Circulation Modernization Policy

In 2005, the government made policy decisions to construct socialism new rural in"the 11th Five-Year Plan", but the backwardness of rural circulation and the absence of the new formats more unsuited to the modern agriculture development and new rural construction. With the upgrading of the circulation industry status and the concerning of the "three rural" issue, the problem on Rural Circulation Modernization is growing concerned by the government and the experts. Rural Circulation, as the bridge and link connection between production and demand, and between urban and rural areas, it combined with agricultural production, agricultural marketing and rural consumption. It plays great role in promoting rural economic development, increasing farmers'income, as a booster in enhancing the "three rural" interests and narrowing the gap between urban and rural modernization.In the face of backward rural circulation system, on the request of the building of new socialist countryside, this article explores the government to adopted policies for promoting the rural circulation modernization. In this paper, taking the implementation of circulation modernization policies as the main flow line, on the basis of a brief review of the government's rural circulation modernization policy in recent years, analyzed the necessity to government intervention with the rural circulation modernization construction on the theoretical, including rural circulation externalities and public goods theory, monopoly and information asymmetric, unfair distribution. Taking the "Ten Thousand Villages", "dual hundred" markets, "Xing Fu" and "home appliances to rural" as the main study objects, analyzed this four policy present situation of implementation in the country, the situation of departments organization, researched the overall and the general situation of policy implementation.Hunan is a major province of agricultural, it has been actively engaging in the wave of new socialist countryside construction, focused on solving the "three rural" issue. As a case study in Hunan, it elaborated the current situation, problems and achievements in implementing the rural circulation modernization policy, such as: Some regions, cities and counties developed unbalanced, as the circulation principal part, farmers have not sufficient insufficient Participation enthusiasm and capacity, policy flexibility and integration is not strong, related policies facilities are inadequate, all this also reflected some common phenomenon on policy implementation in central region. By analyzing the root of the problem, it hold that perfect the implementation of Rural Circulation Modernization Policy ,from the flowing aspects: intensify policy propaganda, increasing the initiative of farmers and businesses , integrating of present policy, strengthening skills training and cultural education of farmers increasing rural circulation infrastructure construction, to promote the implementation effect. In addition, on the basis of Schumpeter innovation theory, it discussed the policy implement innovation. we can achieve the rapid development of Rural Circulation from some aspects, such as technology, investment environment ,executive management organization.
