In Inner Mongolia, increasing the income of herdsmen is one of the most important portion of the goal of building a moderately prosperous society in an all-round way. The slow increase of the income of herdsmen has always been the bottleneck of the goal of building a moderately prosperous society. How to change the current situation has been not only one of the priorities of government, but also a focus concerned by the theories field. From the view of coordinated urban and rural development, by combining the internal relationship of coordinated urban and rural development and increasing of the income of herdsmen, with the materials from previous researches done by scholars, the author studies the issue of increasing the income of herdsmen in this paper, which is one of the main challenge facing Inner Mongolia.This paper consists of four parts:Chapter 1 briefly introduces the value, meaning and basic frame of the coordinated urban and rural development. The coordinated urban and rural development that under the guideline of scientific thought of development, we should regard the urban and rural world as an organic whole, practice a system of unified planning, break the dualistic system of urban and rural area, narrow the development gap of the urban and rural area and achieve the urban-rural integration ultimately. Chapter 2 describes the general situation of Inner Mongolian pastoral area, the fundamental features and variation tendency of the herdsmen of Inner Mongolia, and talk about the importance of increasing the income of herdsmen.Chapter 3 analyzes the causes of the difficulties of increasing the income of herdsmen. In this part, the author points out that the essential reason of the difficulties of increasing the income of herdsmen is the disjoint, opposability and disharmony of urban and rural development. The author also lists other hindering factors, such as population growth, desertification of pasture, irrationality of industrial structure and the lag of infrastructure construction of the pastoral area and other institutional elements.Chapter 4 summarizes the basic argument put forward in the thesis, and points out that the solution of the issue of increasing the income of herdsmen is the interaction, coordination and balancing of urban and rural development. Only in this way, can we break the restrict of the urban-rural dualistic structure. At first, we should start from system innovation. Particularly, the institutions which generated the urban-rural dualistic structure should be abolished, including employment of labor force system, income distribution system, residence registration system, circulation system, social security system, financial system, educational system and land property right system of pasture. Secondarily, we should adjust the industrial structure and the mechanism for ecological compensation of the pastoral area. We should also carry out the strategy of revitalizing (invigorating) China through science and education, and increase input to stock raising economy, and strengthen the innovation of the economic organizations of the pastoral area, and impel the population shift program and the management of the pastoral economy according to law.
