Research On The Urban Rural Dualistic Structure And The Issue Of Social Fairness In China

Nowadays, China is placed in an overall transformation period from the planned economy to the market economy. The reform has already entered a crucial stage. The history has already proved that this stage is a crucial stage of the development. At this stage, various social contradictions and unsteady factors will arise. At this time, the nation can carry out the steady transformation of the society if it takes right measures to moderate various society contradictions , and realize industrialization finally, such as Japan and Korea. On the contrary, at this time, if the nation didn't take right measures to handle various society contradictions, the society will sink into serious turbulence, and the economic development will be stopped, such as some nations in South America. At present, China is placed in this crucial period, because the gap between rich and poor is spacing out continuously, the unfair phenomenon of the right and the opportunity is increasingly serious, various society contradictions is arising now, and all of them have become the great menace to the order of social fairness. This kind of state must bring about the turbulence of the society, and hander the construction of the socialism harmonious society. In this kind of situation, the social fair also becomes a problem that can't be avoided.The unfairness between the town and country is the biggest one in a society. The urban and rural dualistic structure of China caused the serious inequality between urban and rural, such as the inequality of political right between urban and rural, the inequality of income between urban and rural, the inequality between agriculture and industry, the inequality of society between the town and country and so on. These problems not only break the equality between the town and country, but also break the order of; social fairness seriously.This paper begins with the relation between the urban rural dualistic construction and the social fairness, analyses west industrialize progress and industrialize progress of China by the analytical method, and according to related theories, divides the urban and rural dualistic structure into the positive urban- rural dualistic structure and the malignant urban-rural dualistic structure. The representative countries of the former are west developed countries, and the representative country of the latter is China. Through this kind of analysis, this paper analyses the relation between the urban rural dualistic construction and the social fairness: the two have inseparable contact. The positive urban rural dualistic construction contributes to the realization of the society equity, and the one breaks social equity.This paper also makes use of the historical analysis method, and analyses the urban and rural dualistic structure's forming process, characteristics and forming reasons of China. Firstly, this paper analyses the history of the urban and rural dualistic structure of China. Secondly, analyses the urban and rural dualistic structure's characteristics of China from three aspects. On the social characteristics, it's expression is different administration between the town and country; On the economic characteristics, it's expression is the partiality to urban on system of the investment; On the political characteristics, it's expression is the inequality of political right between the town and country. Finally, this paper analyses the forming reasons of the urban and rural dualistic structure of China: the dualistic household register system, the strategy which had priority to develop the heavy industry, and the separation of technology between the town and country and the stagnation of exploitation on human resources in country. In the light of these unfair problems which were caused by the urban and rural dualistic structure of China, this paper also puts forward some concrete measures to remove the urban and rural dualistic structure from three aspects: the social measure, the economic measure and the political measure. Firstly, the social measure includes developing social cause of the country, pushing the transfer strongly of labor force of the country and perfecting the society guarantee system of the country. Secondly, the economic measure includes developing the modern agriculture strongly, building up a public financial system which is advantageous to village, increasing income of farmers and strengthening the construction of the innovation system of agricultural science and technology. Finally, the political measure includes setting up scientific development view, strengthening the grass-roots democracy construction of the country and building up the harmonious urban and rural developmental mechanism.
